The challenge
Freshly independent, the towerco had ambition and momentum but not the operational muscle to match. Processes that worked at one size buckled under the deployment volume the strategy demanded. The company needed to add capability fast, without ossifying into the bureaucracy it had just escaped.
The approach

We designed backwards from where the business was heading, not where it was - defining the roles, decision rights and hand-offs a scaled operation would need, then sequencing the build.

A lean, senior PMO gave deployment a spine: one view of the portfolio, dependencies made visible, and blockers escalated the day they appeared rather than the week they hurt.

Every structure we built came with an owner we coached into it. When we left, the operating model kept running because the people running it had built it with us.
The outcome
The towerco more than doubled its deployment throughput while shortening delivery cycles, and did it on an operating model its own teams now own. The scaffolding we brought came down cleanly - the capability stayed.
